COLONIAL PIPELINE EARNS “DISTINGUISHED ENVIRONMENTAL AND SAFETY AWARD”

HOUSTON, Texas (April 29, 2003) – Colonial Pipeline today received the industry’s highest award for safety, environmental protection and community outreach during the American Petroleum Institute’s annual gathering of the nation’s pipelines.

The Distinguished Safety and Environmental Performance Award was the third in a row for Colonial, which annually delivers more refined petroleum products than any other U.S. pipeline.

“This award is especially gratifying because it represents Colonial’s commitment to safe operations that protect the public, our employees and the environment,” said Dave Lemmon, Colonial President and CEO.

“Achieving the level of performance that won this award in 2000 was a challenge our Board of Directors set out for us, and we met it. Working to sustain that performance has focused the entire company on meeting the high expectations of the public and our government regulators.”

In 2002, Colonial spilled 16 barrels of product while delivering more than 800 million barrels.

“While that’s a performance we are very proud of, our target remains zero spills and zero operating errors,” said Bill Scott, Colonial’s Senior Vice President and Chief Operations Officer. Scott accepted the award on behalf of Lemmon, the company’s owners and all Colonial employees.

“For Colonial to receive this recognition in the company of others who have engaged in continual improvement as a way of life – and a way of doing business – is exceptionally rewarding,” Scott said.

API’s Distinguished Environmental and Safety Award is given to the company with the best record over the past three years in combining worker safety and environmental protection, enhancing public safety and reaching out to the public.

“Colonial is setting the mark, challenging all other companies to redouble their efforts to improve their records,” said Tim Felt, chairman of the API Pipeline Conference and president of Explorer Pipeline.

Colonial’s spill record reflects the company’s steadily improving performance. For the past three years, Colonial experienced just one spill that met the U.S. Department of Transportation’s minimum volume reporting requirement.

Colonial Pipeline consists of 5,519 miles of pipeline, extending from Houston and other Gulf Coast refining centers to markets throughout the South and East Coast. The pipeline runs north to Linden, N.J., ending at the New York harbor.

Colonial transports gasoline, heating oil, jet fuel, defense fuels and other refined petroleum products. Founded in 1962, Colonial today delivers more than 90 million gallons of product per day. That amount represents approximately 20 percent of all refined petroleum products delivered by U.S. pipelines.
