COLONIAL PIPELINE FILES EXPANSION APPLICATION WITH GDOT

Additional Petroleum Pipeline to Meet Georgia’s Need for More Fuel

ATLANTA (July 12, 2007) – Colonial Pipeline Company filed an application today with the Georgia Department of Transportation requesting a certificate that will facilitate construction of a third petroleum pipeline to supply the growing demand for fuel.

The certificate of public convenience and necessity is required for Colonial’s new line, which would be constructed along the same route as Colonial’s existing two mainlines. While those lines originate in the Gulf Coast, the Georgia section is from the Alabama state line to Austell in suburban Atlanta.

Currently, Colonial’s pipelines are unable to meet demand approximately 25 percent of the year. With the region’s economic and population growth, supplies will become tighter without the additional pipeline.

“Colonial Pipeline’s current infrastructure is not adequate to meet 21st century fuel demands,” said Colonial CEO Norm Szydlowski. “Hurricanes Katrina and Rita showed just how delicate our supply situation can be.”

Colonial delivers approximately 70 percent of the gasoline used by Georgia drivers as well as diesel fuel for truckers and farmers, and other refined petroleum products. The system has a direct spur line to the world’s busiest airport, Hartsfield-Jackson Atlanta International.

“A great deal of consideration went into planning this project, which gives Georgians the safest, most efficient and most economical solution to their fuel needs,” Szydlowski said.

“We are working closely with local, state and federal officials to ensure that our proposed project not only meets or exceeds environmental laws and regulations, but is understood by Georgia residents and by those who will benefit most from this project: the traveling public.”

Colonial delivers more than 100 million gallons of petroleum products a day. Its pipeline system extends from Houston to New York and is the major source of fuel for much of the South. The proposed new mainline would originate in Jackson, La. and end in Austell, Ga.
